About the Sanggunian

The Legislative Body of the Municipality of Rizal

The Sangguniang Bayan is the legislative branch of the municipal government. It passes the ordinances and resolutions that govern the municipality, crafts policies for the general welfare of its residents, and exercises oversight over the local government.

This Legislative Information System replaces paper records with digital ones across the legislative process — drafting, reviewing and storing ordinances, resolutions and other legislative information. Members and staff can quickly find the measures needed for sessions, and citizens can look up any ordinance or resolution, see who authored a pending measure and what it is about, and read the official copy in PDF.

      How Local Laws Are Made

      The Legislative Process

Local legislation is the power of local government units to enact ordinances and resolutions that address community needs, promote the general welfare, and regulate local affairs. Here is how a proposed measure becomes a municipal ordinance.

      Filing & First Reading

The proposed ordinance is filed with the Secretary to the Sanggunian, included in the order of business, read for the first time, and referred to the proper committee.

      Committee Study

The committee studies the measure, holds hearings or public consultations when needed, and reports its findings and recommendations to the body.

      Second Reading

The measure is presented on the floor, where members debate its merits and may introduce amendments.

      Third Reading & Approval

The final version is put to a vote. Once approved by the Sanggunian, the ordinance is forwarded to the Municipal Mayor.

      Executive Action

The Mayor approves or vetoes the ordinance within ten (10) days; otherwise it is deemed approved. A veto may be overridden by two-thirds (2/3) of all members of the Sanggunian.

      Review & Effectivity

Within three (3) days the ordinance is sent to the Sangguniang Panlalawigan for review. Unless it states otherwise, it takes effect ten (10) days after posting in conspicuous places.

Understanding the Work of the Sanggunian

      What is an

      Ordinance?

An ordinance is a local law enacted by the Sangguniang Bayan. It addresses matters specific to the community — such as zoning, public safety, noise control, sanitation, revenue and local services — and is enforced by the municipal government and its offices.

      What is a

      Resolution?

A resolution is a formal expression of the opinion, sentiment or decision of the Sanggunian on a specific matter. It does not have the force of law, but it guides official action — for example, authorizing the Mayor to sign an agreement or requesting assistance from a national agency.

      What is the

      Local Government Code of 1991?

Republic Act No. 7160 is the landmark law that decentralized power from the national government to local government units. Enacted on October 10, 1991, it empowers provinces, cities, municipalities and barangays to manage their own resources, deliver basic services and exercise local autonomy.
